Watching TV
In 1993 Title IV of the Americans with Disabilities
Act (ADA) was enacted. This particular title of the
ADA dealt with Telecommunications. In addition, the
Television Decoder Circuitry Act passed by Congress
also took effect in 1993. The Television Decoder
Circuitry Act mandated that all TV’s 13 inches in
diameter or larger must have built-in decoder chips
that turn on a closed captioning function in your
television. Closed captioning is a technology that
allows the printed word to appear, usually on the
bottom of your screen, at the same time that the
spoken word is being said. If you are interested in
using this function, consult your owner’s TV manual,
ask for assistance at the store where the television
was purchased, or contact the manufacturer of the
television directly.
